I beg to forward the reply of Superintendent of the Civil Hospital relative to C.S.O. No. 2313/86 also the copies of the rules forwarded to me by him.
In paragraph 102, the Superintendent makes a very strong statement in undisguised language about the report I forwarded on the 7th instant C.S.O. No. 3313/86. After I had questioned the Wardmaster and written my report, I received a note from the Superintendent, couched in the same strain, stating that the Wardmasters denied having told me that they had not received any definite instructions. My questions to them were distinct and precise, and their answers were equally so, and were noted at the time, so that there could have been no mistake on my part nor any inaccuracy. However, they were recalled, and their amended statements inserted in the report to which I beg to refer you.
